空軍台東志航基地因為戰機起降產生巨大噪音，造成台東市許多里民困擾。21日上午約有300位富豐、富岡里民，前往台東縣政府及空軍志航基地抗議補助不公。空軍司令部回應表示，礙於國防預算有限，需採逐年編列經費方式執行基地周邊住戶噪音防治工程。
空軍司令部今(21)日表示，所屬各基地噪音補助作業均依「噪音管制法」及「國軍所屬軍用機場航空噪音改善經費處理原則」辦理，俾降低環境噪音影響，保障周邊居民權益。
空軍司令部進一步表示，囿於國防預算有限，需採逐年編列經費方式執行基地周邊住戶噪音防治工程，本部將賡續與鄉親溝通，維護民眾生活品質與權益，籲請國人持續支持國軍戰備訓練，確保國防安全。
志航基地位於台東市富豐里，由於該機場的駐紮單位，空軍737戰術戰鬥機聯隊為中華民國空軍聯隊中唯一完全操作F-5E/F老虎二式戰機的部隊，因此志航基地又有「老虎之家」之稱。
台北市長柯文哲昨日在里長座談時指出，市府正在研擬給長者專用的儲值卡，也就是現在的「敬老卡」，未來可讓長者用於乘坐捷住宿折扣運、公車，參觀動物園等遊樂設施或其他市政參訪活動，但目前不再發新的儲值卡。柯文哲今（27）日受訪表示，以前政府發錢的方式，根本沒有做出效果，「一個有責任、有腦袋的政府，就不會花了錢卻沒有做到任何政策引導的作用。」
柯文哲先前上任後取消重陽敬老金，引發外界爭議，為了挽回市民，市府研擬給長者專用的儲值卡，未來可讓長者用於乘坐捷運、公車，參觀動物園等遊樂設施或其他市政參訪活動；而社會局證實，目前研擬的儲值卡，實為北市65歲以上長者已持有的「敬老卡」，但是現在不會再發新的儲值卡，而方案還在規畫中，預計10月左右會出爐。
柯文哲出席自動小巴專案啟動儀式後受訪說，一個有責任、有腦袋的政府，就不會花了錢卻沒有做到任何政策引導的作用，政府花錢應該要有引導作用，可能是希望老人比較健康，或是希望大家活比較久，而不是錢發給他就說再見。
